Our client, an international oil company focusing on exploration and development, undertook a pivotal initiative to enhance the security of multiple sites within their oil-field concession. Gulf Security Services (GSS) was entrusted with the responsibility, contracted to provide design and tender support services.
Project Approach
GSS embarked on a meticulous approach, investing significant time in on-site surveys and interviews with key operational staff. This endeavor was instrumental in comprehending crucial aspects such as preferred access points, vehicle traffic throughput rates, hazardous zones identification, contractor management challenges, local ground conditions, and health and safety concerns. The assimilated information served as the foundation for shaping a comprehensive security design solution that not only met local regulatory standards but also addressed the daily needs of staff and contractors interacting with the installed systems.
The final integrated security systems design, seamlessly amalgamated with contractual details, was issued for tender. A tender conference and site visits ensued, providing a platform for GSS to elucidate the scope of works, site conditions, and submission requirements to attending bidders. The primary objective of this phase was to eliminate ambiguity, ensuring more accurate tender submissions.
GSS employed a tailored bid evaluation system, weighting security systems according to their importance within the overall design. A series of meticulously crafted questions, aligned with the tender specification, were posed to each bidder, with scores assigned based on the information provided.
Upon completion of the evaluation, GSS actively participated in client meetings with the shortlisted bidders. Pre-prepared questionnaires aided in assessing a bidder's organizational capacity, technical prowess, and overall plan for project delivery.
Project Outcome
GSS presented the results of the technical evaluation process to senior management, instilling confidence in both the client and relevant authorities regarding the shortlisted bidders' capability to execute the project. Subsequently, the commercial evaluation commenced, leading to the prompt awarding of the contract. The successful contractor swiftly initiated work on a uniquely complex security project.
